Nicholas D. Horan is an associate at Keegan Werlin LLP specializing in energy and regulatory and public utility law and litigation. Mr. Horan has represented electric and gas utilities in proceedings before the Massachusetts Department of Public Utilities relating to municipal aggregation, regulatory approval of utility mergers, gas supply planning, acquisition of long term renewable energy contracts and storm and emergency response planning. As a member of the public utility law practice, he also represented several electric distribution companies in an appellate proceeding before the Massachusetts Supreme Judicial Court regarding regulatory penalties in connection with restoration of service after severe weather related outages. In addition, Mr. Horan has represented the firm’s corporate clients in judicial proceedings at the Rhode Island Superior Court.
Before joining the firm in 2012, Mr. Horan was an associate in the complex business litigation group at Cooley Manion Jones LLP in Boston, Massachusetts. While there, he handled a variety of corporate disputes in federal and state courts, including a major lawsuit filed in US District Court in the Southern District of New York relating to environmental remediation under the Clean Water Act, the Clean Air Act and the Occupational Safety and Health Act. Previously, Mr. Horan was a legislative intern for State Senator Karen Spilka working on transportation and municipal funding issues. Prior to that, Mr. Horan clerked for the Honorable Isaac Borenstein in the Middlesex Superior Court.
