John K. Habib (Jack) is a partner in Keegan Werlin LLP's energy and regulatory and governmental relations practices, specializing in clean energy and public utility law, as well as governmental advocacy. He represents a number of electric and gas utilities in Massachusetts and Rhode Island on issues concerning clean energy, interconnection, rates, energy efficiency, and energy procurement.

Mr. Habib has represented electric utilities in proceedings before the Massachusetts Department of Public Utilities regarding the Massachusetts 2021 Climate Act, the 2008 Green Communities Act and related laws, including proceedings governing the procurement of long-term clean energy, utility and third-party storage, solar incentives, smart grid investments, energy efficiency and the interconnection of distributed generation. He has also represented electric utilities in Massachusetts and Rhode Island supporting groundbreaking programs to promote the adoption of electric vehicles through the expansion of electric vehicle charging infrastructure. Mr. Habib has represented gas utilities in proceedings before the MA D.P.U. regarding gas system enhancement plans, gas procurement and related issues. Most recently, Mr. Habib has represented the Massachusetts gas utilities, Mr. Habib has represented the Massachusetts gas utilities in D.P.U. 20-80, addressing the gas utilities' net zero enablement plans to meet the Commonwealth's 2050 greenhouse gas reduction targets.

Mr. Habib has also represented electric utilities in proceedings relating to the implementation of the Massachusetts Electric Restructuring Act of 1997, including proceedings governing the divestiture of generation facilities and purchase power agreements, implementation of default service policy and service quality.

Mr. Habib has also represented clients in appellate proceedings before the Massachusetts Supreme Judicial Court on issues concerning administrative and regulatory law.

 

Before joining Keegan Werlin in 1998, Mr. Habib was an attorney at the Massachusetts Department of Public Utilities. He was also General Counsel to Massachusetts State Senator John D. O'Brien from 1993 to 1997, during which time he authored legislation on behalf of the Joint Special Committee on Electric Utility Restructuring.
