He represented the region's first large-scale, offshore wind power project in obtaining its state and local permits, licenses and siting approvals for energy infrastructure facilities from the Energy Facilities Siting Board, the Executive Office of Environmental Affairs pursuant to the Massachusetts Environmental Policy Act, the Department of Environmental Protection and various other state and local agencies, boards and governmental authorities. He has also represented utility companies and project developers in judicial proceedings in state and federal courts, including the Massachusetts Supreme Judicial Court, regarding challenges to permits and approvals initiated by project opponents. Mr. Rosenzweig has also represented the region's electric and natural gas distribution companies on all regulatory matters before the Massachusetts Department of Public Utilities. He has negotiated electric and gas supply agreements for large institutional energy users and power sale agreements for wholesale electric generators. He has advised clients in restructurings, buydowns and buyouts of power sale agreements between competitive wholesale generators and electric distribution companies. In addition, he has counseled clients on transmission, power delivery and project interconnection issues concerning the New England Power Pool and the New England Independent System Operator. Under his management, the DPU’s legal division issued over 2,000 orders on a wide range of energy issues, including traditional rate recovery obligations, initiatives to encourage grid modernization for the electric industry, including solar, battery storage and electric vehicle deployment, initiatives to quantify and reduce gas leaks in the Commonwealth, and initiatives to ensure energy efficient and renewable energy deployment to meet the Commonwealth’s clean energy and climate goals. He has also represented electric utilities in Massachusetts and Rhode Island supporting groundbreaking programs to promote the adoption of electric vehicles through the expansion of electric vehicle charging infrastructure. Mr. Habib has represented gas utilities in proceedings before the MA D.P.U. regarding gas system enhancement plans, gas procurement and related issues. Most recently, Mr. Habib has represented the Massachusetts gas utilities, Mr. Habib has represented the Massachusetts gas utilities in D.P.U. 20-80, addressing the gas utilities' net zero enablement plans to meet the Commonwealth's 2050 greenhouse gas reduction targets. Mr. Habib also counsels electric utilities in proceedings relating to the implementation of the Massachusetts Electric Restructuring Act of 1997, including proceedings governing the divestiture of generation facilities and purchase power agreements, implementation of default service policy and service quality. Mr. Habib has also appeared in appellate proceedings before the Massachusetts Supreme Judicial Court on issues concerning administrative and regulatory law. Before joining Keegan Werlin in 1998, Mr. Habib was an attorney at the Massachusetts Department of Public Utilities. He was also General Counsel to Massachusetts State Senator John D. O'Brien from 1993 to 1997, during which time he authored legislation on behalf of the Joint Special Committee on Electric Utility Restructuring. Mr. Goldberg worked with the DPU's Commission to develop innovative capital investment cost recovery frameworks to mitigate barriers to distributed renewable energy development, to integrate environmental justice principles into the DPU's procedural and decision-making processes, and to initiate the process to reform the Commonwealth's approach to regulating natural gas distribution companies while the Commonwealth pursues lower greenhouse gas emissions. Mr. Goldberg provides clients an in-depth knowledge regarding the regulation of electric, natural gas and water distribution companies. Prior to joining the firm in 2023 and his tenure as General Counsel at DPU, Mr. Goldberg was an attorney in the Energy Practice Group at Rich May, P.C. from 2015 through 2020. Mr. Goldberg previously served as a hearing officer at the DPU and counsel for the House Committee on Global Warming and Climate Change.
