Before joining the firm in 2024, Mr. Madsen worked in the energy practice group at a large, national law firm, representing public utilities and energy companies in a variety of regulatory matters before state public utilities commissions, including utility ratemaking proceedings, obtaining approvals for large energy facility siting and permitting, regulatory compliance, contested case proceedings, and other administrative proceedings and related appeals.

Prior to moving to private practice, Mr. Madsen served as an assistant attorney general in the Minnesota Attorney General's Office and primarily represented a state agency in a wide variety of energy and public utility regulatory matters before the Minnesota Public Utilities Commission, including general rate case and certificate of need proceedings for large energy infrastructures, such as transmission lines and crude oil pipelines.

Mr. Madsen received his Juris Doctor from the Mitchell Hamline School of Law (formerly the Hamline University School of Law) with honors. While in law school, Mr. Madsen was the Operations Editor as well as an Associate Editor of the Hamline Law Review. Mr. Madsen received his Bachelor of Arts in economics from the Miami University in Oxford, Ohio.
