He represents regulated entities in proceedings before state agencies, where he assists clients in navigating evolving regulatory frameworks, compliance obligations, and enforcement issues.
Before joining Keegan Werlin, Matt served as Senior Legal Counsel at Unitil, where he advised leadership on regulatory strategy, compliance, and contract matters across Maine, Massachusetts, and New Hampshire. Matt also brings significant public-sector insight from his tenure as Chief of Staff at the Massachusetts Department of Public Utilities, where he advised the Commission on policy, legislation, and agency operations, and served as a primary liaison to state leadership and industry stakeholders.
Earlier in his career, Matt worked extensively in the energy industry in strategic, analytical, and consulting roles, supporting major transactions, privatization efforts, and regulatory filings across the utility sector.
Matt earned his J.D., magna cum laude, from New England School of Law, where he served as Technical Editor of the New England Law Review and received multiple academic honors. He holds a B.A. in English from the University of Massachusetts Amherst. He is admitted to practice in New Hampshire, Massachusetts, and Washington, D.C.
