Nancy Kaplan is a partner in Keegan Werlin's Environmental and Land Use group. She represents municipalities, developers, corporations and individuals in all aspects of environmental and land use permitting, litigation, adjudication, negotiation, enforcement and defense. She has adjudicated a substantial number of wetland appeals and represented several local water boards in administrative appeals of state Water Management Act Permits. Ms. Kaplan has extensive experience in all aspects of Brownfields Redevelopment, the management of complex hazardous material and oil sites, including manufactured gas plant sites, and the negotiation of contracts for access to contaminated land, the purchase and sale of real estate, and the resolution of past and future liabilities. A majority of her practice involves representing municipalities as Special Town Counsel/City Solicitor on a wide variety of environmental matters, including the siting, permitting, closure and redevelopment of solid waste landfills and transfer stations. She has acted as Hearing Officer for over ten Solid Waste Site Assignment hearings in Massachusetts.

Before joining the firm in 1996, Ms. Kaplan practiced environmental law in the private sector for eight years and, before that, worked in the Legal Office of the Massachusetts Department of Public Works . Ms. Kaplan is the author of Public Land Law in the three-volume treatise, Massachusetts Environmental Law (MCLE), and a former Adjunct Professor at Suffolk University, Boston University, and the University of Massachusetts Boston. She received her Juris Doctor from Suffolk University Law School in 1988 and completed her Bachelor of Science degree from The Pennsylvania State University in 1984.

Ms. Kaplan is a member and past Chair of the Boston Bar Association's Environmental Law Section and sits on the Board of Directors for the National Brownfields Association (NBA) and the Executive Committee of the Massachusetts & Rhode Island Chapter of the NBA.
