John K. Habib is a partner in Keegan Werlin's energy, regulatory and government relations practices specializing in energy and public utility law, as well as governmental and legislative advocacy. He represents a number of electric and gas utilities, major project developers and an interstate natural gas transmission company, on issues concerning rates, planning, energy procurement and facility siting.
Mr. Habib's representation of electric and gas utilities before the Department of Public Utilities includes advocacy on issues relating to utility generation and distribution rates, energy supply, system reliability and service quality. He also has represented electric utilities in proceedings relating to the implementation of the Electric Restructuring Act of 1997, including proceedings governing the divestiture of generation facilities and purchase power agreements, implementation of default service policy, and the application of affiliate transaction regulations and service quality.
Mr. Habib's energy facility siting experience includes representation of generation facility developers and public utilities before the Energy Facilities Siting Board and the DPU in order to obtain state permits and local zoning exemptions relating to the construction of energy infrastructure. He also represents an interstate natural gas pipeline company before the Massachusetts Legislature and various municipalities on governmental relations issues regarding pipeline siting. Mr. Habib also has represented clients in appellate proceedings before the Massachusetts Supreme Judicial Court on issues concerning administrative and regulatory law.
Mr. Habib also has represented a competitive energy supplier in obtaining licenses from state regulatory bodies throughout New England.
From January 2001 through May 2002, Mr. Habib served as the Co-Chair of the Boston Bar Association's Energy Committee and has served as the Chair of the Environmental Business Council of New England, Inc.'s Energy Committee since June 2007.
Before joining the firm in 1998, Mr. Habib was an attorney at the Massachusetts Department of Public Utilities (now the Department of Telecommunications and Energy) during 1997. Mr. Habib was also General Counsel to Massachusetts State Senator John D. O'Brien for four years, during which time he authored legislation on behalf of the Joint Special Committee on Electric Utility Restructuring. Prior to receiving his Juris Doctor from Boston University School of Law he completed his Bachelor of Science degree in Political Science, magna cum laude, from Boston College.
Mr. Habib is admitted to practice before the bars of Massachusetts and Rhode Island. He is also a member of the Massachusetts and Boston Bar Associations.
