Donald W. Boecke is Of Counsel to Keegan Werlin LLP, joining the firm's Energy and Telecommunications practice after more than two decades specializing in utility regulation and economics in the Legal Department of Verizon Communications and its predecessor companies. Mr. Boecke has represented clients in New England before both state regulatory commissions and the Courts, on matters involving general rate cases, industry restructuring, mergers and acquisitions, incentive forms of regulation and telecommunications interconnection arrangements. Immediately prior to joining Keegan Werlin, Mr. Boecke served as Assistant Attorney General in the Office of the Massachusetts Attorney General's Energy and Telecommunications Division, where he concentrated on both state regulatory matters and wholesale bulk electric power and transmission matters before the Federal Energy Regulatory Commission. Mr. Boecke in the past also has represented investor-owned electric, gas and telephone companies in New York State before the NYS Public Service Commission.
Mr. Boecke received his Juris Doctor from St. John's University School of Law. He also obtained an undergraduate degree from St. John's University, cum laude, in Accounting and was awarded a St. Thomas More scholarship to attend its law school.
Mr. Boecke is admitted to practice in Massachusetts and New York.
