Steve Frias is an associate at Keegan Werlin LLP, specializing in public utility, energy, telecommunications, and administrative law.  Prior to joining Keegan Werlin, Mr. Frias served as Executive Counsel of the Rhode Island Public Utilities Commission and Legal Counsel to the Rhode Island Energy Facility Siting Board for six years and as Senior Legal Counsel for the prior two years.  While serving as Executive Counsel to the Rhode Island Public Utilities Commission, Mr. Frias authored "Beyond 271 - From an Open Market to a Fully Competitive Market:  A Roadmap for State Commissions,"  NRRI Journal of Applied Regulation.  Before entering public service, Mr. Frias served as an associate at Zizik, LaSalle & Power, P.C., specializing in litigation.  Mr. Frias received his juris doctor from Suffolk University Law School, cum laude where he served as a staff member of the Suffolk University Law Review, having authored two articles in the publication.  He received his Bachelor of Arts degree in Political Science and International Relations from Brown University.  Mr. Frias is admitted to practice before the courts of the Commonwealth of Massachusetts and the State of Rhode Island.
