Paul Johnson is Of Counsel to Keegan Werlin LLP.  He concentrates his practice in the areas of government law, health care law, and related litigation.  He represents both private and public clients.  On the basis of his extensive experience in state government, Mr. Johnson represents private clients in proceedings before state agencies and judicial proceedings to review the validity of decisions by state agencies.  He also serves as outside counsel to state agencies and public authorities.  In addition, he represents public officers who are the subject of removal proceedings initiated by their appointing authorities.  He advises public officers with respect to compliance with the Massachusetts conflict-of-interest law.  He advises candidates for state elected office with respect to compliance with the laws governing campaign finance.  In the area of health care law, Mr. Johnson represents hospitals in disputes with third-party payers, disputes with physicians, and commercial disputes. 

Before joining the firm in 2006, Mr. Johnson served as Chief Legal Counsel to the Governors William F. Weld and Argeo Paul Cellucci of the Commonwealth of Massachusetts.  He has also served as Chief of the Civil Division in the U.S. Attorney's Office for the District of Massachusetts and an Assistant Attorney General for the Commonwealth of Massachusetts.  Prior to receiving his Juris Doctor from Harvard Law School, Mr. Johnson completed his Bachelor of Science degree from Harvard College.
