Kevin F. Penders is an associate at Keegan Werlin LLP, specializing in energy, regulatory, and public utility law. Mr. Penders represents clients before administrative agencies on issues concerning rates, forecast and supply planning, corporate financing, energy procurement, energy efficiency, facility siting, and other regulatory matters. He is a past co-chair of the Boston Bar Association's Energy and Telecommunications Law Committee. Before joining Keegan Werlin, Mr. Penders was the Manager of Regulatory Relations for National Grid's US Transmission Division and prior to the merger between the two companies served as the Manager of Regulatory Relations for New England Gas Company, a local distribution gas company in Massachusetts and Rhode Island. He also worked for the Commonwealth of Massachusetts for ten years as a hearing officer for the Massachusetts Department of Public Utilities, as the deputy counsel for the House Committee on Taxation, and as a legislative auditor for the Senate Committee on Post-Audit and Oversight. Prior to receiving his Juris Doctor from New England School of Law, where he was an associate editor for the Environmental Law Forum, Mr. Penders received his Bachelor of Arts degree in Political Science with a concentration in Asian Studies from the College of the Holy Cross, he is also a graduate of St. John's Preparatory High School. A former elected Trustee to the Lucius Beebe Memorial Library in Wakefield, and a former member of Arlington Town Meeting, Mr. Penders has taught courses on state and local government and the legislative process at Tufts University and New England School of Law. He is admitted to practice before the bars of the Commonwealth of Massachusetts and the Supreme Court of the United States.
